Navy Programs
This session is open to Exhibitors and Master Pass attendees only – closed to media.
The future of Naval Electronic Warfare will not be defined by a single platform, payload, or technology. Rather, success will depend upon the Navy's ability to integrate crewed and uncrewed systems into a distributed Electromagnetic Spectrum Operations (EMSO) architecture capable of sensing, deciding, and acting at operationally relevant timelines. From EA-18G Growlers and surface combatants to autonomous systems, distributed sensors, and attritable EW payloads, the Navy must deliver capability at the speed of need while maintaining the reliability, scale, and lethality required for maritime operations. As threats evolve faster than traditional acquisition cycles, rapid innovation, experimentation, and fielding have become operational imperatives.
This panel will explore the unique challenges of Naval EW in contested maritime environments, the integration of manned and unmanned capabilities across the fleet, and the emerging concepts that will shape the future spectrum fight. Discussion will also examine the Navy's transition from platform-centric acquisition models toward mission-focused portfolio management, and how the evolving role of Portfolio Acquisition Executives (PAEs) can accelerate the delivery, integration, and sustainment of EW capabilities across the force.
Panelists will share perspectives on operational requirements, technology development, acquisition reform, and the Science and Technology (S&T) roadmap needed to maintain spectrum superiority and decision advantage in future conflicts.

The Underdog's Bite: What Ukraine Teaches Us About EW and EMSO
Ukraine's resilience and ability to rapidly adapt its warfighting concepts – particularly in electromagnetic warfare and electromagnetic spectrum operations – have demonstrated that a determined and innovative force can challenge a larger adversary. The conflict has shown how agility, rapid innovation, and close collaboration between operators and industry can create battlefield advantages even under significant resource constraints.
What lessons can European militaries and industry draw from Ukraine's experience? How are defense organizations adapting capabilities, acquisition processes, and industrial support models to keep pace with the realities of modern spectrum warfare? What role will innovation, adaptability, and industrial capacity play in ensuring future operational effectiveness?
This panel will explore the operational, technological, and industrial lessons emerging from the conflict, examining how military organizations and industry can prepare for future high-intensity conflicts in which the speed of adaptation may prove as important as scale.
